a little over two weeks ago, Senators Patrick Leahy and Sam Brownback
and Congressmen Bill Delahunt and Joseph Pitts introduced the Foreign
Prison Conditions Improvement Act of 2010 (S.3798 in the Senate and H.R.6153 in the House of Representatives.
This Act
will promote better prison conditions around the world that have been
the complaint of Amnesty International and other human rights groups.
A
universal standard of treatment is the hope of human rights
organizations. Presently there are many individuals who live without
adequate food and water, are tortured and can't have visitors. Many of
these people are political prisoners or individuals who are simply
waiting for trial in conditions that are against international human
rights standards.
Under
the act US assistance would be withdrawn from those countries who do
not operate prisons and other detention facilities under inhumane
conditions.

Anyone
who has been inside one of these facilities, or seen photographs or the
press reports of what they are like, understands that I am talking
about the mistreatment of human beings in ways that are reminiscent of
the Dark Ages.

The legislators are asking for the public's support on an Act to help bring justice to prisoners around the world.
