Phoenix and Reese Witherspoon in the Johnny Cash film, makes a point
that applies to New Orleans that time's a wastin' on finding out fully how those levees failed during Katrina, then getting them fixed.

The song tells us two people have the wherewithal to make love work so
the message is not to wait around anymore, because time's a wastin.'
between them. So they say, let's get on with it and waste no time.
They didn't say let's take five years and think about it. They didn't say, let's get all the other lovers involved to see if they believe we
can make it together. And they didn't declare their love was not worth
saving and that if it failed, it was because they didn't care enough or
work hard enough to keep it.
That's the story of New Orleans and the levees. A bill was put together
to order an investigation of how the failure of the levees occurred, in
order to place a foundation for fixing not just the levees of New
Orleans, but those of the rest of the country.
It meant taking away the belief that people were ignorant for staying in
New Orleans when they knew they lived in a city at risk and that they
were told the levees could fail.
In fact, a judge has underlined the fact the Army Corps of Engineers
failed in its responsibility to properly construct and maintain
construction of the protection for New Orleans.
As the song says, it has to happen because there are levees around many
cities, as we saw with the Nashville flooding this year, that need to be
built and maintained for the protection of citizens.
